Θύματα λογοκρισίας από το Ευρωκοινοβούλιο 12 Έλληνες σκιτσογράφοι [?, avgi.gr, 12/09/2017]

Ο ευρωβουλευτής Στέλιος Κούλογλου σε έκτακτη συνέντευξη Τύπου, στην οποία κάλεσε σήμερα στο ευρωκοινοβούλιο στο Στρασβούργο, κατήγγειλε πρωτοφανή απόπειρα λογοκρισίας σε βάρος έκθεσης γελοιογραφίας που προετοίμαζε για τα 60 χρόνια της Ένωσης. Συγκεκριμένα, στην έκθεση, που θα λάμβανε χώρα στο ευρωκοινοβούλιο στις Βρυξέλλες με αφορμή την επέτειο της υπογραφής της Συνθήκης της Ρώμης και θα διαρκούσε μια εβδομάδα, θα παρουσιάζονταν σκίτσα Ελλήνων και Γάλλων γελοιογράφων με θέμα την Ευρώπη.

 

 

Όπως ορίζεται από τον κανονισμό του ευρωκοινοβουλίου, το περιεχόμενο κάθε έκθεσης πρέπει να αξιολογείται προκειμένου να ελεγχθεί ότι δεν περιλαμβάνει φιλοναζιστικό ή άλλο προσβλητικό περιεχόμενο. Όμως εν προκειμένω, η κοσμήτορας, Catherine Bearder, απέρριψε 12 από τα 28 σκίτσα Ελλήνων γελοιογράφων, χωρίς αυτά να προσβάλλουν με κάποιο τρόπο τις αξίες της ΕΕ. Πρόκειται για τα σκίτσα των Γεωργοπάλη, Στάθη, Πάνου Μαραγκού, Γιάννη Ιωάννου, Γιάννη Αντωνόπουλου (john Antono), Γιάννη Δράκου (dranis), Ηλία Μακρή, Σπύρου Ορνεράκη, Έφης Ξένου, Βασίλη Παπαγεωργίου, Πέτρου Ζερβού και του σκιτσογράφου της «Αυγής» Βαγγέλη Χερουβείμ.

 

Όπως δήλωσε χαρακτηριστικά ο ευρωβουλευτής Στέλιος Κούλογλου στην συνέντευξη Τύπου «πρόκειται για μια χωρίς προηγούμενο απόπειρα λογοκρισίας στο Ευρωπαϊκό Κοινοβούλιο. Πραγματικά λυπάμαι πολύ». Ο Στ. Κούλογλου τόνισε πως δεν θα αποδεχθεί αυτή την λογοκρισία και μαζί με τον ευρωβουλευτή Patrick Le Hyaric, με τον οποίο συνδιοργανώνουν την εκδήλωση, θα προσφύγει κατά αυτής της απόφασης της κοσμήτορος στον ίδιο τον Πρόεδρο του Ευρωπαϊκού Κοινοβουλίου τον Αντόνιο Ταγιάνι.

Δεν κατάφερα να βρω τους κανονισμούς για την συγκεκριμένη έκθεση, αλλά βρήκα αυτό:

 

What are the criteria for choosing art for the EP collection, who selects the art and where is it displayed/stored?

New acquisitions are made after the accession of new Member States to the EU. Recent acquisitions have been made from the Member States that joined the EU in 2004 and 2007.

 

Pre-selection is done by the EP’s information offices in the relevant Member States, after consulting national art experts.

 

An Artistic Committee composed of one Quaestor and two EP Vice-Presidents submits a draft proposal to the College of Quaestors (the five Quaestors are MEPs elected by their colleagues to deal with administrative matters relating specifically to the Members). The Quaestors then make a recommendation to the President of Parliament, who takes the final decision.

 

The works of art, mainly paintings and sculptures, are displayed in EP buildings in Brussels, Strasbourg and Luxembourg.

 

The Parliament is currently running a project to inventory and catalogue the collection. Once this phase is finalised, it will serve as a basis for future communication projects, making the collection more widely available to the general public, through exhibitions or via the internet.

Οπού Quaestor είναι ένας ευρωβουλευτής που έχει εκλεγεί σ'εκείνο τον ρόλο.

 

Όσον αφορά το άρθρο που λέει ότι τα εκθέματα μπορούν να απορριφθούν με βάση το αν το περιεχόμενο είναι φιλοναζιστικό, προσβλητικό ή αντίθετο στις αξίες τις ΕΕ, φαίνεται ότι αυτό ισχύει:

 

Cultural events and exhibitions shall under no circumstances be offensive or of an inflammatory nature or contradictory to the values on which the Union is founded or likely to give rise to disturbances in the designated exhibition areas.

Όμως φαίνεται ότι το τι θεωρείται "inflammatory" κρίνεται τελείως υποκειμενικά, ορίστε ένα παράδειγμα:

- heard Ms BEARDER, Quaestor responsible for events and exhibitions, inform that she had received a request from a Member, for a photographic exhibition on Parliament's premises in Brussels, on the subject of abortion, by an organisation named "Choose Life"; remark that, whilst she was not objecting to the subject matter as such, the pictures to be displayed may be easily described as shocking and provocative in nature and might cause offence and disturbances at the exhibition area; propose therefore that, in line with the relevant Rules, and in particular with Art. 2, paragraph 3 thereof, the College of Quaestors decline authorisation for this exhibition to take place;

 

- heard Ms MORIN-CHARTIER, Ms BEARDER and Mr KOVATCHEV, Quaestors, and Mr LIBERADZKI, Chair-in-Office, agree that the subject matter was not an issue, but the proposed images were quite shocking and provocative;

 

- heard Mr KARSKI, Quaestor, express his support for the exhibition in question and propose to authorise it, stressing that the pictures were showing only true and real images; - heard Mr LIBERADZKI, Chair-in-Office, stress that he was not supportive of the form chosen by this organisation to address the very controversial issue of abortion; take note of the other Quaestors' reluctance to accept Mr KARSKI's proposal;

 

- decided, by majority, with Mr KARSKI, Quaestor, voting in favour of the exhibition, to withhold authorisation for the aforementioned exhibition, in line with the propos

(αν δεν κάνω λάθος το Αρ. 2, Παρ. 3 είναι αυτό με τις αξίες της ΕΕ που ανέφερα στο προηγούμενο quote)

 

Ο κανονισμός δίνει (φαινομενικά πλήρη) εξουσιοδότηση σε βουλευτές να κάνουν τους κριτικούς τέχνης σε πολιτικές γελοιογραφίες, καθώς στο παράδειγμα τα κριτήρια είναι κυρίως υποκειμενικά.

Δεν νομιζω ότι είναι κατι πρωτογνωρο για τα Ευρωπαικα δεδομενα,ασχετος με το τι εκφραζουν και πως το εκφραζουν η με ποια πολιτικη το εκφραζουν,απο μερους της κριτικης επιτροπης το να θεωρησει απαράδεκτες αυτές τις γελιογραφιες είναι ενας τροπος ασκησης λογοκρισίας αλλα και αυτολογοκρισίας.Και παλι νομιζω ότι για αυτους το πρόβλημα δεν είναι τι εκφραζουν τα σκιτσα αλλα πως εκφράζεται η αληθεια μεσα από τα σχεδια.

Απο οτι καταλαβα ηταν για μια εκθεση για τα 60 χρονια της ΕΕ οποτε εννοειται οτι θελαν γελοιογραφιες και σκιτσα που να διαφημιζαν την ΕΕ και οχι να καυτηριαζαν τα κακως κειμενα. Οποτε λογικο που τα κοψανε αυτα. Κανεις δεν βαζει τα χερια του να βγαλει τα ματια του.

 

Ειναι σαν να εισαι δημοσιογραφος σε καναλι (ή ΜΜΕ γενικα) που στηριζει ενα κομμα (ή μια ιδεολογια) και να θες να βγαλεις αρθρο που θα το καυτηριαζει και θα το πολεμαει. Πιο πιθανο ειναι να απολυθεις παρα να δημοσιευτει.
